Orchestration describes how the service works from the provider's perspective (i.e. how a service makes use of other web service or goals in order to achieve it's capability). Orchestration can pe either public or private (it's specification can be either publicly available or not). The decision of making the orchestration publicly available or not depends on the provider of the web service. An orchestration describes how the service works by instantiating a Problem Solving Pattern (PSP) for the given capability of a web service. A problem solving pattern specifies a sequence of conditional activities. Again, a description can be state-less or state-based. An orchestration instantiates a generic cooperation pattern.
